With reference to Hong Kong telegram to Tokyo

No. 18 of the 7th October about the Japanese threat to

destroy the Canton-Kowloon Railway, I send you herewith

a copy of the telegram which was despatched to Sir Robert

Craigie last night (and repeated to Hong Kong) instructing

him to keep the Japanese in play.

We are not exactly clear as to the significance of

the Acting Governor's suggestion that he might furnish

the Japanese Consul confidentially with certified waybills

indicating the volume of traffic.

If he means to imply

that the traffic is very small, then it seems to us

important that we should be in possession of information

in support in order that when we reject the Japanese
